The perimeter of the shapes have a halftone effect. Then it looks like there is a film grain effect applied over the animation as a whole.
But that doesn’t explain the halftone effect becoming more pronounced when an object moves quickly.

What if the halftone was added at the After Effects level, maybe as an adjustment layer after the motion blur.
Or it could be batch processed through Photoshop.
